Wyoming Boat Bill of Sale Requirements
In Wyoming, a boat bill of sale must include the seller’s name, the buyer’s name and address, a distinct description of the boat involved in the transaction (year, make, model), and the specific terms of transfer. The boat’s hull identification number (HIN) and the sale price must also be included.
To operate a boat with an electric or gas motor in Wyoming waters, the owner(s) must have a Certificate of Number (boat registration) and Certificate of Ownership (title) along with the required decals. The buyer must present the Wyoming boat bill of sale to obtain these.
Registering a Boat (After Purchasing)
In Wyoming, a buyer can operate the newly purchased vessel for up to 30 days before receiving a registration as long as they have a notarized bill of sale.
Before those 30 days are up, however, the titling and registration process must be completed. How this process is conducted will depend on where the boat was purchased. If the sale is between two private parties, the buyer is responsible for completing all the required paperwork and steps relating to boat registration. When the buyer purchases a boat from a dealership, in most instances, that dealership will handle all the necessary paperwork.

The boat buyer must register the vessel at one of the Wyoming Game & Fish Department office locations spread throughout the state.
Documents Needed to Obtain Title and Registration
Upon purchase of a new or transfer-of-ownership motorized vessel, you will receive a title with the seller’s signature included. You must ensure the title is in your name before registration can occur. New titles in Wyoming are processed through local county clerk’s offices and must be accompanied by a bill of sale to be eligible for titling.
The next step will be to obtain registration for the boat. For this, you will need to provide the following documents:
- A Wyoming boat bill of sale
- A Certificate of Title in the applicant’s name
- Proof of sales tax payment in your county of residence
- Hull Identification Number Inspection form
- Completed watercraft Registration form
- Proof of invasive species inspection (if launching the boat between March and November)
- Receipt of payment of boat registration fees
Fees
New boat owners can choose between a one-year registration or a three-year registration. Regardless of when this registration occurs within the calendar year, it will always expire on December 31.

*Wyoming requires boats to have an Aquatic Invasive Species (AIS) decal.
Exemptions
Exempt from these registration requirements are non-motorized watercraft, including drift boats, rowboats, sailboats, kayaks, and canoes.
