In Oklahoma, a document called an Oklahoma boat bill of sale is required whenever a boat’s ownership is transferred from one person to another.
In addition to the names of the buyer and seller, the bill of sale will also provide a thorough description of the boat, the price it sold for, the date the exchange took place, and more.
Oklahoma Boat Bill of Sale Requirements
In Oklahoma, a boat bill of sale is required for new boat purchases and when a used boat is purchased from a state that does not have title or registration requirements.
Registering a Boat (After Purchasing)
Any motorized vessel in the state of Oklahoma must be registered after purchase. This includes traditional boats and canoes, kayaks, and paddle boats if they are powered by anything other than a human. This extends to outboard motors with over ten horsepower.

Boats can be registered at either a Service Oklahoma or Licensed Operator location.
Documents Needed to Obtain Title Registration
Documents you will need to obtain title registration in Oklahoma include the following:
A BM-26 Form – Application for Certificate of Title for a Boat or Outboard Motor
If purchased from a dealer, the form will require a tax stamp.
A BM-10 Form – Boat or Outboard Motor Serial Number Confirmation
This is obtained after Service Oklahoma completes the serial inspection.
- A Notarized Manufacturer’s Statement of Origin (for boats purchased new)
- A Notarized Oklahoma Certificate of Title
- A Notarized Statement from the Previous Owner (if applicable)
- An Out-of-State Title (if applicable)
- An Out-of-State Registration (if applicable)
- The Boat Bill of Sale (if the boat is being purchased from a state that does not title or register boats)
It is always recommended to take copies of all relevant documents during this process, as nothing you provide will be returned to you.
Fees will vary depending on the type of boat you are registering, the year it was manufactured, and other factors. For example, the price for one full year in your first year is $1.00 for the first $150.00 of the boat’s value and $1.00 for each $100.00 above $150.00. After you reach year 11, you will pay 90% of the Registration Fee you paid for the previous year, which will continue throughout the boat’s life.
Exemptions (If Applicable)
The only exceptions to registration requirements for boats in Oklahoma are the following:
- Vessels or outboard motors owned by either the federal government or any state agency
- Vessels used exclusively as a lifeboat or for racing
- Vessels owned by non-residents that are currently registered in another state
- Kiteboards (effective November 1, 2021)
Getting a title for your boat is mandatory in Oklahoma, and you must apply for this within 30 days of the initial transaction. Though you can operate the vessel within those 30 days, the boat bill of sale must always be carried onboard.
